Violent acts seem to be on the rise, occurring in a variety of locations and farmers markets are not immune to the possibility of being the site of a violent act so let's be prepared. Farmers markets face several unique vulnerabilities in relation to violent acts, including open access, large crowds making them attractive targets, temporary staff with difficulties in following protocols, challenges in evacuation, multiple entry points, and limited hiding places. Threats encompass both man-made hazards such as explosive devices, vehicle ramming, and active shooters, as well as natural hazards like extreme weather. But as a market manager, we can prepare ourselves for the eventuality that any of these man-made threats may become a reality. Protective measures involve devaluing the market's appeal as a target, detecting threats, deterring attacks, and defending against them. Planning and preparedness include: Connecting with authorities- schedule a time for local authorities to conduct a site vulnerability assessment Creating security and emergency response plans- shore up your market’s vulnerabilities and know your communication procedures in the event of an emergency Conducting training in emergency basics and responses- instruct vendors on the details of your security and emergency response plans Promoting awareness to report suspicious activity- stay vigilant to irregular behavior
For dealing specifically with active shooter scenarios, understanding the pathway to violence, which often begins with concerning behavior two years prior, and taking away key lessons such as planning ahead, having an exit strategy, acquiring life-saving skills, and remaining vigilant are crucial. The Department of Homeland Security recommends the "Run, Hide, Fight" strategy. The "Run, Hide, Fight" strategy is a set of guidelines designed to help individuals respond effectively during an active shooter or violent incident. It provides a structured approach to increase the chances of survival and minimize harm. Here's how each step of the strategy works:
RUN The first option is to escape the danger area if it's safe to do so. This involves quickly assessing the situation, determining the exit route, and moving away from the source of danger. Encourage others to follow you, but do not wait for everyone to make a decision. Once you're in a safe location, call the authorities and provide them with as much information as possible about the situation. Remember to keep your hands up when approaching law enforcement. HIDE If running is not a viable option, seek shelter in a secure location. Find a place where you can hide out of the shooter's view, ideally with a lockable door or barricading materials. Turn off lights, silence your phone, and remain as quiet as possible. Be prepared to stay hidden until law enforcement arrives and provides an "all clear." FIGHT
If you are unable to run or hide and are confronted by the attacker, the last resort is to fight back. Act with aggression and use any available items as weapons to incapacitate the attacker and defend yourself and others. This option is about survival and can involve a combination of physical force, distraction, and overwhelming the assailant. It's important to remember that the order of these steps is not rigid. The strategy depends on the specific circumstances of the situation. Always prioritize your safety and the safety of those around you. Following these guidelines can increase your chances of making the right decisions during a crisis.
